Gustav Coverage: Heading home, evacuees jam Louisiana roads

Earlier today Institute Executive Director Chris Kromm was driving south on Interstate 55 north of New Orleans, between Lake Pontchartrain and Lake Maurepas. That's where he snapped this cell phone shot of evacuees on their way home, stuck in a traffic jam.
